He may already know it's over for him. If there's more defections or resignations coming from his caucus, internal leadership intel must know. He's probably spending most of his energy on inner battles. Look at the pressure they put on Jeneroux- resources that would've been spent on house business

I would hope they'd plan at least one lane per direction to be for breakdown/emergency- but at this stage there doesn't seem to be much transparency on the configuration

While it's a stupid, wasteful idea and they're right to not take it seriously based on cost and simpler alternatives, 19.5 metres would accommodate 5 standard lanes per level
