No human with knowledge of proper citations wrote this. They didn't even strip out the search-engine-generated #:~:text= fragment that tells Chrome what to highlight on the page-- "What is your indirect cost, think tanks, and government entities". If a student turned this in, it's C- territory.

Science is absolutely key to the US's success but this government's intention to now dramatically reduce the part of the federal grants that go to the university (in addition to the researchers; the "indirects") is like removing the unseen roots of a tree and expecting it to continue to flourish.
