It does not explicitly ban anything new in D5, it asks that new facilities be spaced out. It was written this way because we all need to share the burden of housing our neighbors, and spacing them out helps the city absorb them rather than create sanctioned segregation which is what we have today.

You're misrepresenting the goal of this legislation. The ordinance's aim isn't to ban anything in D5, but rather to force every other district in SF to accept these facilities so that they don't all fall within D5 (and some of D6) as is practically the case today.

Is that not a goal worth pursuing?

Propping up an economy by mandating office attendance doesn’t address the real challenges these businesses face or create lasting solutions.

Forcing government employees back to the office just to boost downtown businesses—essentially making them spend money at these businesses that they would otherwise save by working from home—is not a sustainable approach.
