I think both can exist in parallel! I believe when we see him doing that stuff in the fight, the both of them are in that state of heightened perception and speed. Because they are both moving similarly fast, it doesn’t seem slowed down like a quicksilver scene. Then it becomes a more normal fight.

I don’t think I explained properly. It’s less of a charging temporary power up, it’s more like a wind-up before throwing a punch. There’s no cooldown or charging period, just a conscious decision and a moment for it to kick in.

So basically, he's not seeing the world like this constantly. He has to speed his perception up and build up energy first. That's why people can get the jump on him when in normal speed. Once he's sped up, people fighting against him need to be similarly fast to beat him, like Eggman with the quill.

I remember being given an explanation for quicksilver scenes. I imagine it works as something you have to consciously power up. We see it sometimes with the lightning appearing as it charges. Once he's charged, the only people he struggles against are ones with similar powers, Knuckles and Shadow.

Bad as in "I NEED to beat the shit out of this guy." He's villainous, rotten. A bona-fide, genu-ine evildoer.
