America’s government shutdown is now the second-longest on record. On October 22nd it overtook the 21-day shutdown of 1995-96, which turned government funding into the hostage-taking mechanism it is today. At the time Republicans, led by Newt Gingrich, produced a spending bill with deep cuts to social-welfare programmes that were anathema to President Bill Clinton. Mr Clinton refused to sign it. Late-night negotiations eventually yielded a compromise. “We ought to end this,” pleaded Bob Dole, the Republican Senate leader. “It has gotten to the point where it is a little ridiculous.” There is little such urgency this time around. House Republicans have not been in session on Capitol Hill since mid-September, well before the shutdown began on October 1st. Mike Johnson, the Republican speaker of the House, says his party has done its job by passing a stop-gap bill that keeps spending at current levels. Democrats have now rejected that bill eleven times in the Senate. They continue to demand an extension to health-care subsidies which are due to expire at the end of the year. Overall, Americans still blame Republicans for the shutdown, according to YouGov polling on behalf of The Economist. But the public is increasingly displeased with both sides. Yet neither Democrats nor Republicans look likely to budge anytime soon. Despite initial hand-wringing over the potential economic damage, the shutdown has proven oddly tolerable, at least for now. Donald Trump has engaged in budgetary chicanery, probably illegally, to minimise the pain. The Department of War, for example, repurposed around $8bn in funds to pay 1.3m members of the armed forces. Some agents from ICE, the FBI and Homeland Security also seem to be receiving their pay cheques. Elsewhere, the president pledged to use tariff revenues to fund a food-aid programme for low-income mothers and their children. Maine Senate candidate Graham Platner (D) responded dismissively to a cartoon about sexual assault in the military and a video promoting underwear designed to prevent rape in unearthed Reddit comments from 2013, urging people to avoid alcohol so they don’t end up in a “compromising situation” and downplaying the challenges servicemembers would face in reporting sexual assault. “In today’s current climate, when every whisper of a misplaced hand brings down a feature length film, anyone who actually thinks the military is purposefully covering up rape to save the career of some god damn [captain], is clearly both an idiot and junior enough in rank or life experience to think it matters,” he wrote on Reddit about sexual assault in the military. “Rape is a real thing,” he wrote in another post. “If you’re so worried about it to buy Kevlar underwear you’d think you might not get blacked out f----d up around people you aren’t comfortable with.” The posts, which were obtained by The Washington Post and verified using an archive of deleted Reddit comments, are part of a large cache of online messages that were deleted shortly before Platner launched his insurgent bid to defeat Republican Sen. The invasion of a sovereign, democratic nation is a clear violation of international law and a moral outrage. The free world stands united in its condemnation. We demand a complete and unconditional withdrawal of all Russian forces from the internationally recognized territory of Ukraine. The only acceptable 'deal' is one that restores freedom and sovereignty to the Ukrainian people. America will not stand by while an independent nation is subjected to the force of a great power. Your actions only prove that your government cannot be trusted as a partner in peace. Tear down this wall of aggression.

VOLODYMYR MYKOLAYENKO is 65, but looks ten years older. A former mayor of the Ukrainian city of Kherson, he was detained by Russian forces during their eight-month occupation in 2022. Freed at the end of August, he is now giving interviews from a hospital in Kyiv. And that is refocusing attention on what the UN’s human-rights mission in the capital calls Russia’s “systematic and widespread” torture and ill-treatment of its prisoners. Civilian and military detainees are treated equally badly. According to a UN report last month, of 216 released civilians it interviewed 92% gave accounts of abuse. The methods included beatings, electric shocks, stress positions, ritual humiliation and rape. For soldiers the percentage is even higher. Mr Mykolayenko describes being beaten several times a day, and particularly severe “welcome beatings” each time he was transferred to a new facility. Food was so poor that he and his fellow prisoners lost drastic amounts of weight, and sanitary conditions so bad that many caught scabies. The only dental treatment he saw, once in the three years, was a tooth-pulling without anaesthetic. The writer is chancellor of Germany Vladimir Putin continues his brutal war of conquest against Ukraine with unrelenting ferocity. Every residential block destroyed in Odesa, every night-time strike on a hospital in Kharkiv or on a government building in Kyiv disproves the myth that Russia is willing to make peace. Europe must draw the necessary conclusions from this, ideally together with its partners on both sides of the Atlantic. We must systematically and massively raise the costs of Russia’s aggression. We do this not to prolong the war, but to end it. Moscow will only come to the table to discuss a ceasefire when it realises that Ukraine has greater staying power. We have that staying power. Europe is more tested now than perhaps at any time in our lifetimes. Germany must — and will — assume a particular share of responsibility. We need a new impetus to change Russia’s calculations. Now is the moment to apply an effective lever that will disrupt the Russian president’s cynical game of buying time and bring him to the negotiating table. That requires the courage and confidence to set our own agenda, rather than merely react to his. In doing so we would give the brave people of Ukraine fresh hope. We would also send precisely the right message to Washington: the path to a just and lasting peace must be walked together. We will support Ukraine in its defence for as long as it takes. That is the decision Europeans have made. The time has now come to back that political promise with an instrument that sends an unmistakable signal of resilience to Moscow. In recent years, we have often played it by ear. Now I am advocating the mobilisation of financial resources on a scale that will secure Ukraine’s military resilience for several years. Germany has been, and remains, cautious on the issue of confiscating the Russian central bank’s assets that are frozen in Europe, and with good reason.
