Not conspiratorial in the slightest. It's one of the tenets of control. Demonize something inherent to human nature and then sell people the cure. It's the basis that cults and most religions operate on, for example.

Pretty sure it's an AI thing. Only time I've heard that phrase uttered, is from people defending AI in the context of the cost for art commissions.
