Not just Congress, everyone who is supposed to receive this money needs to sue to get it, which inadvertently causes significantly more government spending to deal with the thousands of lawsuits for this.

State University budgets are wild. There is a ton of money but cannot legally be spread out across areas of the University that need it. That along with a few extra layers of abstraction between who has the money to give and the people who know where it is needed causes big disparities in resources.
