Nu-uh, they increased it yesterday along with other modes, the new cap is 4M XP, 50 levels per week, according to archer

Also buffed according to archer, but the values are set server-side so we cannot know the exact cap
People have been reporting a cap of ~2.5m, still a weekly cap but waaaay better than before
XP earning in STW also got buffed by 20%-ish
