Association with gender reassignment I don’t think is a problem. After all literally no one is assigned non-binary at birth so they have to reassign their gender. Right?

Ah then I would send them one last email with a reasonable deadline for a response and then go to CQC (or the equivalent body)

Emails are always best. If you are told something on the phone they can deny it after and waste of lot of your time. Document everything and build a case against them. You have to make them feel that it is better for them to give in then to fight.
