I can confirm the SE PA and Northern Maryland area is a Sheetz/Wawa battle zone. Let's also not count out Royal Farms, which is gaining ground. Buc-ees is closing in, opening a new location in SW Virginia on the I-81 corridor in June 2025.

FYI here is a link to the 2015 NARA bulletin on managing e-messages. This same guidance was reiterated to incoming officials in Nov 2024. Given that Rubio is also Acting Archivist, this can all be easily ignored.

Actually, these texts are most likely governed by the Federal Records Act, 44 USC 3301. PRA records are those defined under 44 USC 2201. Regardless, they were unlawfully deleted under either statute, given their deliverative nature and need to retain as documentation of the government's business.
