If you have Android, you can use Briar, which is a messenger with blackouts in mind. It allows for messaging, forums, and message boards for communities to share information.

One way to still communicate with internet blackouts is using Bluetooth.

If you have an iPhone, you’d have to change your Airdrop settings to share with everyone for 10 minutes, and share notes with your messages.

If you’re in an area with heavy iPhone presence, this will be beneficial.
