Russian dependence on the west for oil wells In permafrost shut in expertise is grossly exaggerated. Yeah western oil companies are better at it than the Russian, but the doesn’t mean they can’t do it. It’ll be higher risk, less efficient & on a longer time line but it’s not something they can’t do

Simple majority - greater than 50% of the votes cast

Absolute majority - greater than 50% of all eligible votes whether cast or not.
