As someone who spent his career in the US Intelligence Community, classification standards (Unclassified, Confidential, Secret, and Top Secret) are not set by the President nor DOJ.

In a similar situation in Minn, legislators wrote on a large whiteboard each of the bills they wanted to pass in the session. They then crossed out each one that passed and kept tally. Do the same in the Commonwealth.
