This is almost certainly happening in Canada, it seems with some help from a few of our own politicians.

How many flight attendants are there on average per flight and and at most 4 hours are unpaid? Maybe 32 hours per flight in total and they are paid low 20s, $800 per flight more in wages, under $10 a ticket. Pay them for the hours they are there.
