Some designers knit loosely too, so they might use a smaller needle size to achieve their gauge, that I get using one size up? And vice versa.

It really depends a lot on how the knitter knits! I have had knitters go down to 1.75mm as they knit very loosely, not wrong just loose. Others knit so tightly they have go up a size. Swatching is the only answer to getting good results when using a new yarn for your work.
