"The proposal does not adequately address the out of field impact, which counts as 1/3 of the total rating."

Are others surprised that this was weighted so heavily for JWST Cycle 3? What are we supposed to say: "It is critically important to study Exoplanet # b to understand galactic formation"? 🪐🔭
