Indeed any tragedy (e.g., violence, famine, diseases, natural disasters, etc) only becomes "a global issue" or of concern to the world if it affects privileged people in the North.

I think of #literacies as the many ways we use signs (in any form, alphabetical , visual, gestural, embodied) to make meaning within and across communities
