Even if it somehow did, you'll still need bigger fans to cool the loops water. A major complaint with neighbors is usually from this noise.

I think the garage at Eskanazi also looks cool, if only bc it's basically an art display. Definitely more than bare minimum.

Even in the "good" times they would not even reimburse for re painting signs (<$40 each) due to low funding so if the sign itself isn't in their possession I'd also be pessimistic about replacement.
