My extreme suggestion: recruit only qualified reviewers. Do NOT force authors to review. Determine max number of papers, n, based on number of qualified reviewers and number of papers per reviewer. Allow k >> n submissions. Randomly choose k-n papers to decline*** due to insufficient resources.
