In urban econ there's a congestion vs. agglomeration argumument...
If congestion pricing decreases the concentration of activity in cities, that could also reduce positive "agglomeration" spillovers
This is an empirical question that isn't settled though.

I'd always thought that the uber/lyft charge zone would be the clear frontrunner for a proper Chicago congestion zone, even if it could use improvement

We estimate these responses using Swedish admin data + special carve-outs in Stockholm's congestion tax (which originally exempted green cars) that caused individuals with similar commutes to face different tolls.

The second paper is co-authored with Peter Nilsson and Sebastian Tebbe: sebastiantebbe.github.io/uploads/Cong...
In this paper, we study the economics of exempting green vehicles (like EVs) from congestion zones

Armed with a model of driving demand, I estimate how drivers would switch between available options under pricing
Doing so allows me to estimate optimal prices for San Francisco's proposed zone
tl;dr, leakage drives optimal prices below average externalities. Story is similar in NYC/LA.

My main specification is a nested logit, but as a bonus, the time cutoffs in toll prices allow me to estimate scheduling costs (how willing people are to shift trips early/late) using bunching
If you look at other papers on congestion pricing, you'll often see this kind of bunching!

I first characterize optimal tolls in the face of leakage/heterogeneity. The optimal tax formula requires info about how drivers shift trips in time/space in response to tolls
I then use a natural experiment + microdata from the Bay Area to estimate a discrete choice model of driving demand

In Rochester (where I'm from) many of the snowiest winters on record were in the 2nd half of the 20th century
Extreme cold makes the lakes freeze over, shutting off the lake effect. Modestly cold winters mean 100"+
None of the past 6 winters have hit the 100", but we did get lucky this Christmas:

both uber & lyft have 100% EV goals by 2030(!). Their cars are already cleaner than the overall fleet because drivers are required to use newer cars (<15 years old for Uber)
I think that these "commitments" send a nice signal to US automakers, though! A fleet of <1 million will need EVs soon

Beautiful. Earnest. What it lacks in vibrant colors it makes up for in one of the more beautiful title typefaces we’ve seen yet. It may even have a bit of self-awareness. Bravo.

I think if the articles/authors were in the volume/date sans font, we might have a new winner. I’m sure some color combo isn’t for everyone. But hey, nothing ventured, nothing gained
