Not really, even Ken has stated he doesn't own Sally or any of the freedom fighters. Sega fully owns them, though given comments made, it's more that Sega of Japan would rather leave these characters behind

Given how Ichiban is a character Sega fully owns isn't voiced, it's likely they won't be voiced either
