It's not new at public universities, which have been dealing with decades of defunding. Ours (a small public university that only gets ~8% of our annual budget from the state) has a student housing crisis now because they've pushed enrollments to the limit.

I have several savings accounts w/them & noticed last year that one of the larger ones wasn't earning any interest, so I called them. They said it was an older 360 savings instead of 360 "performance" savings. So I had to close the old account and open a new one to get the correct rate. Ridiculous.
