That license revocation/suspension is seen as such an extreme punishment (transportation equivalent of capital punishment) is another consequence of motornormativity/car-brain and of our system that admittedly does make it hard for many people to fully function w/o access to a car.

Fully agree with your statement. Also, PHEV *can* be much closer to "lab conditions" mentioned in article if driver's needs (mostly short city trips) & motivation (ie giving a 💩) align. In 7 years of owning a Ford C-Max energi, we got lifetime >120 mpg (<2L/100km). apparently we aren't typical.
