www.warhammer.com/en-WW/store-... probably worth checking on here. A starter pack from them wouldn’t be a terrible idea, but unless you or your wife wants to play Warhammer in some form I don’t think it’s worth getting their mini’s - you can get 3d printed ones from Etsy if you just want to paint.

I don’t know how it is in the US, but in the UK the Warhammer stores let you book painting sessions where they can teach you the basics. I know watching YouTube videos sometimes is a bit overwhelming and a in person lesson can be more helpful.

1. You need some mini’s to paint

2. You need a base paint as an undercoat for the rest of the paint to go on - usually this is in the form of spray paint

3. A small selection of paints. I’d recommend army painter ones.

4. Done brushes - if you’re just testing the waters some cheap ones are fine.

Similar to at least, hard to say without other details. The vaults in fallout were also mostly experiments in their inhabitants planned out by their creators, lots of satire on capitalism and governmental organisations.
