If he was given a squad number at the start of the season, he could move between squads, but because he wasn't, he has to wait until January.🤷

Also, I believe there is a SPFL rule that if they play 5 times for the first, then they have to stay as a permanent member of the squad.

Vata had a squad number last season as a first team squad member, Cummings isn't included in the first team squad.

Or rules don't allow him to play in the 1st team until the transfer window opens.
