Question: Could the government actually be locked/frozen if there is a shutdown?

I've been seeing things saying that Congress members may not be able to be sworn in if there is a shutdown at the time. If they don't have the members, they may not be able to reopen the government, ever(?)

Model Review: Looking at the model post-election, it's clear that it was off. Despite that, we can still learn from it, and find things ahead of elections from it. I'll briefly go over what failed and what worked (plus a gift at the end for everyone).
