The term was coined and developed in the early 1980s and then gained traction in the 1990s. First I can find it in the NYTimes archives is 1991, but it was used in Latin America before that - maybe gained traction after its use in this 1985 Mexican film:

Commercial paper is a fraction of its pre-GFC peak on a nominal basis - on a real basis, it's nowhere close. This really isn't a problem...
