At this point why not just reassign the ministerial and rulemaking functions to PTO; NTIA already advises the executive on copyright, and Congress can just ask CRS for copyright advice, like they do for every other subject matter.

(we know why.)

completely superfluous. nothing stopping them from submitting a list the president can ignore without statutory text, and nothing stopping senate from refusing to confirm anyone they don't specifically recommend.
