I don't know how mcreator does it, but terrablender literally "blends" your biomes in the world by creating regions where your biomes should replace vanilla biomes.

The main difference between methods should be internal. In practice they're very similar.

Yes, that's legal. It's also legal if you get permission. It might be legal depending on the addon's license, it's just that most tend to be all rights reserved since origin creators are uneducated on copyright.

I want to point out that origins is a very large mod with a very large codebase and two custom dependencies of greater complexity. Most addon mods also can't legally be ported due to typically being ARR.

With that budget, I think it's pretty unlikely you'll find a dev—but sincerely, good luck!
