I was able to access PMS late this afternoon to draw down funds (initiate a payment request) for a SAMHSA grant that I manage for our agency. Unsure if the restricted access is department specific, but I was able to log in. We’ll see if the funds show up in our bank tomorrow.

I’m sure program officers in other depts/offices (like Office on Violence Against Women, Office on Victims of Crime, Bureau of Justice Assistance, SAMHSA) will be forced to use a similar decision tree, which will pretty much flag most discretionary grant funding, regardless of statutory authority.

No, this is a new one that says the TRO will be in effect until further Order of this Court. This is a different suit than the one brought on by Democracy Forward.

I manage 7 federal grants for agencies in my community and both the DOJ and HHS just emailed us a copy of the court order (TRO) against Trump issued by Chief Judge John J McConnell, Jr., US District Court for the District of Rhode Island filed 1/31/25 prohibiting him from freezing federal funding.
