Delegates are allowed to pressure other delegates to swap their votes after the first round of voting.
It is literally peer pressure.
So what would be the point when there were thousands of Biden delegates behind Harris and they had the ability to pressure any delegates who went to someone else?

And even if they got the minimum number of delegates the delegates were unbound because they were NOT bound by their states primary candidate winner.
Which means by the second round of voting the delegates could swap to Harris anyway.

There was no way to get the threshold number of delegates to even say they wanted to contest Harris.

The delegates were Biden delegates. Specifically chosen because they supported Biden. There was no way for another person to effectively challenge Harris within the party.
