Italy would’ve had to avoid relegation first
and let’s be fair, until recently, Italy would have been relegated to make way for the T2 team. Italy wouldn’t have had the opportunity to develop the game to where it is now

I live in a tier 2 nation and you have to pay to watch the World Cup. The interest is not there and promoting a team for a year or two is not going to have a huge impact and they don’t have the facilities nor the money to invest

Great in theory but it takes more than talent to develop a sport. It takes investment in stadiums and TV willing to pay for the rights. In today’s sports market, I feel you are over simplifying it.
