They can inspire politics which is a lot more than legislation. The learned helplessness of the Schumer/Durbin/Jeffries/Hoyer etc. group is tragic. Remember that bringing rights to more and more Americans never started legislatively.

Unfortunately, the authors of the 25th amendment could not foresee a cabinet as lacking in skill and ethics as Trump’s cabinet and it is the cabinet that must vote to invoke the 25th.
