We are able to observe this changes by looking at Ecuador, which adopted a two-tier system that combined several provincial districts with a single national one. Reformers wanted nationally-focused legislators. They obtained legislators that ran at different tiers behaving the same:

Even in those areas where we find higher participation of women and that the literature has traditionally described as 'stereotypical male', we find that the differences vanish once we remove speeches on women's issues:

Yet, once we account for institutional factors that correlate with gender, such as committee assignment, women’s relative participation is similar to men’s in most topics, expect in topics that disproportionately affect women:

We argue that formal and informal institutions, district characteristics, and issue priorities shape women’s speech participation. For example, in Chile’s Chamber of Deputies, we find important variations across topic focus.
