He makes a good political argument, but this is the key point, imo. Congress is being asked to give up one of its key powers, and the executive tends to keep the power it's given (remember when Congress gave declarations of war? I don't, because they gave that up before I was born.)

I made this créche for my parents for Christmas. It's only the second carving I've finished, and it's pretty rough, but I think it turned out ok. I definitely learned a lot of mistakes to avoid. Merry Christmas!
