I ended up abandoning my Remarkable because I couldn't find a good solution to this problem. Got an Onyx Boox instead, which runs on Android and it's great. The Zotero Android app is still in Beta and I haven't gotten to try it, but you can easily sync btwn Zotero and the Onyx PDF reader to annotate
