“Aggressively investigating leads…” is not an action that has to lead to charges. It’s an action that makes it look like they were working towards that end but _perhaps_ had no intention of moving beyond that.

I watched a fire once. I saw a shopping center go up in flames in about 20 minutes. It started with a bird’s nest near a light. No wind, fire dept. close by- but w/in minutes that nest made a long strip of stores an inferno.
