In order to properly eliminate sound and enter a state of true silence, consider Over The Ear headphones, especially ones with Active Noise Cancellation. They will work much better than just earplugs. For cheap, try OTE job site headsets that are just foam and plastic + earplugs.

Sound is vibration. Even when correctly used, safety earplugs only cushion your ears against louder decibels- they aren't meant to make you deaf, especially when their primary purpose is for job sites where communication is still needed.
