Because he is just saying what he thinks people want to hear. He's constantly trying to get a new viral soundbite going, and basically just picking random things to promise so people will vote for him.

The owner was VERY protective of them. If we saw them we were to shut the cart down and wait for them to clear off. He had a new nest every year for a few years after :)
