The HAPS access point can be run as part of a local telecom infrastructure and is not controlled by a single billionaire. Even Chinese government may not rely on LEO constellation exclusively, because of return-on-investment consideration.

Are they going to refuel the propellant tank or just use thermite for return trip? The aluminum fuel tank together with iron oxide can be turned into thermite. Then the carbon dioxide can function as working substance. Anyway, the return trip can be hard.

I have a design which passes geant4 simulation and requires experimental verification. Presently, I'll state it as a 'fusion engine', which does not requires output exceeds input. It only needs to convert energy from electric into kinetic of particles.
At least, it can reduce time to Mars.
