Let me get this straight…
DC is so dangerous that the national guard was sent in to keep it safe.
And it’s so dangerous for the guard that DC police need to keep them safe.
But DC police cannot keep DC safe.

So the issue isn't the tournament itself. It's the location. And maybe the size. Split it in half and put it in two locations people wouldn't normally go to. Then it's unique enough to make the effort to go and rare enough to not wait for next time. Also use smaller venues so they're full.
