It does include those costs. the paper includes a section dedicated to that topic, nuclear waste is not as big of a problem as you think it is.

Last the paper is not even fair to nuclear because it compares it to, in the best case, renewables + 8 hrs storage. For renewables to operate without strong base-load, you need around 3 weeks storage to compensate for the seasonal duck curve.

There are not 3 scenarios, there are 3 locations, the reason why Europe is the most favorable towards nuclear is because Europe has the least nuclear currently and needs clean base-load power, while the US and china have more existing base-load power.

As for your other questions, the things we build today don’t work till after we’ve built them, in 2040 all of the proposed energy sources would be mature, so thats when you do the analysis.

Don’t get mad because I didn’t do your work for you. You said “nuclear is getting less attractive”, “nuclear isn’t competitive with solar”, “even base load arguments don’t work” with no sources. I provided a clearly sourced graph that showed none of those things are true, and added a funny note.

This guy really cited a Forbes article that uses the IEA as a source, to try and argue that the IEA source I cited was wrong. Try to actually understand the materials in front of you instead of googling to find something that agrees with you.
