It may be my personal kvetch but the fact that Reagan's official acts as president are in the public domain while official works of Canadian gov't officials are under crown copyright seems worth pointing out.

Strangely, certain British great offices have been "in commission" for centuries e.g. the lord high admiral, which which was in commission from 1709-1827. Even in a monarchy, certian powers can be delegated to committee.
