Here's the other images on the banner for reference. There were like 7 of these and then 1 of the random couple image. By the time I got to my PC to inspect element, they had removed the slideshow banners entirely and just had this image at the top.

Whoever is programming at the congress.gov website added a random image for a bit? I was checking on my phone and they had a slideshow of images at the top "apologizing" for the "error" they made in removing sections 9 & 10, but one of the images was a picture of a very white couple and their kids?
