for this same reason the demotic state mandate of "GDP maximization" cannot yield stable acceleration. it can yield linearly sped up production. but not the kind of economic vitality that used to be common a century earlier.

in every other place R&D is done by public state organs. which used to function pretty good not long ago.

the issue with state R&D is of course that it is thoroughly unstable, due to Goodhart's Law.

for the simple fact that R&D is part of the production loop. 20+% of revenue(not profit) is fed back into research by private industry. with the explicit intention to try to destroy previously built up capital stock.

the only industry where there is visible, regular and predictable vast capital depreciation happening is semiconductors - with its doubling Moore's Law dynamics.
