My daughter is profoundly deaf. She applied for Disability Benefit. It was refused by letter. I rang up to find the reasons why.

Yes many European countries have two or three layered police forces. Confuses me.

One single force clarifies reponsibility and funding. Plus criminals don't respect city limits. On the other hand a national force makes me feel uncomfortable. As you may feel about ICE.

In the UK the funding would be roughly equivelent to your state subject to national guidelines.

Mind you our Met (that covers London) is not without some serious problems. But, at least, they are mostly unarmed.
