Yesterday, a houseless person was sleeping by our dumpster. Thought we even heard him snore. Neighbor called me 4 hours later to say he hasn’t moved and inch and looks like he’s not breathing. She was apprehensive to call emergency services. So I called 911 from work while she stayed with the man.
