furthermore, (probably bleeding into someone else's ideas but) they/you could probably host radio shows/podcasts from all the way in the clouds as a big balloon, with radio junk hooked up to the horn

Absol Balloons could be great weather balloons too, given their sense thing iirc (detecting natural disasters, right? so who's to say they couldn't detect the weather too)
