The proposed Texas map would redraw five districts currently held by Democrats so that they would favor Republicans in next year’s elections. Doesn't this illegally violate 1965 Voting Rights Act, dilute the voting power of racial or ethnic minorities and create districts with unequal populations?

The Right to Return as expressed in the U.N. General Assembly Resolution 194, adopted in December 1948, & the International Covenant on Civil and Political Rights.
