IANAL but footnote 1(ii) appears to me to exempt payments directly to individuals. So those should be untouched.

One more bit to add to the comedy of errors that was the Lord of Skulls: My damage roll was, I think, 21. I remember saying to you, "there's no way you don't get three 6s on your Feel No Pain rolls. I CP rerolled a 3 damage dice and rolled lower.
